We need to eval agent correctness and token efficiency in all three variants.
Using standardized format can lower development and maintenance costs (no custom formatters when we add or modify structured data).
If we decide on either option, we need to add unit tests for it (for GCE contributor offered to create then).
Both options come with provenance now.
